Check if the phone has valid IMEI
Use reference phone, switch to same RAT(2G/3G), check if ECC call available.
Note: Phone will perform cell selection regardless of PLMN when no SIM insert, thence different phones may select cells of different PLMNs due to disparity of HW performance, so we should change more locations when perform reference test.
