解决方法：
用管理员权限打开cmd，然后输入命令
msiexec /package C:\Users\asus\Downloads\TortoiseSVN-1.14.1.29085-x64-svn-1.14.1.msi

其中msiexec /package 后面接的是你的安装程序的路径，回车运行后成功下载。
